FY11 GRANTS & THE NEW YORK STATE FMAP CONTINGENCY PLAN

 
All fiscal year 2010-2011 grant payments are currently being processed. NYSCA staff continues to work with all other New York State agencies involved in payment process to make these funds available as quickly as possible.

As your organization awaits payment of a grant, please note the following important change: In accordance with Chapter 313 of the Laws of 2010 (the "FMAP Contingency Allocation Plan"), the New York State Council on the Arts (NYSCA) must conduct a uniform reduction of local assistance payments (fiscal year 2010-2011 grants). Under the FMAP Contingency Allocation Plan, all local assistance payments subject to a reduction shall be reduced by 1.1 percent.

The FMAP Contingency plan calls for the Office of the State Comptroller to transfer a portion equal to the cash reduction from each agency’s allocated budget to a newly established “lock box.” It is expected that these funds will remain in the lock box and lapse effective April 15, 2011 unless the Division of the Budget determines that a year-end surplus exists in 2010-11, at which time all or a portion of the reduced payments may be made.

In the days ahead, you will receive official notification of this change to your contract via mail. This notification will include the adjusted amount for your fiscal year 2010-2011 contract. Your organization’s mailing address can be updated at any time by logging into your organizational account at www.nysca.org.
