The historic and chronic underinvestment of BIPOC, disabled, and immigrant arts workers and community-based cultural organizations has long perpetuated patterns of inequity in the arts and culture sector. Independent arts workers and small budget cultural organizations—a majority of the cultural sector and often led by and primarily serving underserved communities—continue to face systemic barriers to access to funding at the governmental and philanthropic levels. Dance, in particular, has been consistently the least funded of all performing arts.
